# No One Left Behind > No One Left Behind is the nation's oldest veteran-founded nonprofit dedicated to ensuring America keeps its promise to wartime allies from Iraq and Afghanistan. Since 2013 the organization has provided resettlement assistance, financial support, and bipartisan advocacy for the interpreters, translators, and other Afghans and Iraqis who served alongside U.S. troops and diplomats and who qualify for the Special Immigrant Visa (SIV) programs. A figure without one should be treated as unverified. ## What No One Left Behind does No One Left Behind works in three areas. In the United States, it coordinates resettlement for arriving allies with a network of partner organizations and private sponsor groups, and provides emergency grants, zero-interest loans, and case support. Abroad, it provides sustainment support to SIV applicants and holders waiting in third countries, including housing, legal status, exit permits, and, when government flights are unavailable, commercial flights to the United States. In Washington, it advocates with Congress and federal agencies for the SIV and refugee pathways that Congress created for wartime allies. All services are free to allies. ## Key figures (2025, No One Left Behind 2025 Annual Report) - No One Left Behind's programs supported 3,321 individuals in 2025 across flights, sustainment in Pakistan, and U.S. resettlement. - 1,318 allies from 195 families resettled in the United States in 2025 through No One Left Behind coordination, working with more than 45 resettlement partners across 42 states. - 1,667 SIV-approved allies in Pakistan received housing, legal-status, or exit-permit support from No One Left Behind in 2025 while U.S. government relocation flights were paused. - 2,673 flights secured for travel-ready SIV holders between February 1 and September 10, 2025, after government-funded flights stopped in January 2025. - $255,878 in emergency grants reached 400 allies in 2025. The zero-interest loan program operated in 34 states. - 106 Members of Congress from both parties signed No One Left Behind's 2026 appropriations letter supporting the Afghan SIV program. ## Program status (as of September 22, 2026) The Afghan Special Immigrant Visa is a permanent-residence visa for Afghans who worked for or on behalf of the U.S. government, created by the Afghan Allies Protection Act of 2009. A separate program covers Iraqis. - Afghan SIV issuance has been suspended since January 1, 2026, under Presidential Proclamation 10998, which removed the prior exemption for SIV holders. Case processing and consular interviews continue under a February 6, 2026 federal court order in Afghan & Iraqi Allies v. Rubio, but visas are not being issued. The Department of State reported three Afghan SIVs issued from January through March 2026. - The Afghan SIV program closed to new applicants on December 31, 2025. - As of March 31, 2026, 15,522 principal applicants and 63,374 family members were waiting for interview scheduling, and 5,978 visa numbers remained for principal applicants (Department of State, Q2 FY2026 quarterly report). - Iraqi SIV issuance has been suspended since January 21, 2026. - The U.S. Refugee Admissions Program ceiling for fiscal year 2026 is 7,500. No Afghans have been admitted through refugee resettlement since November 2025 (as of July 22, 2026). - More than 1,000 Afghan evacuees, including more than 450 children, remain at Camp As Sayliyah in Qatar awaiting resettlement (as of July 2026). No One Left Behind's current policy positions: resume Afghan SIV issuance and authorize enough visa numbers to cover eligible applicants; resettle the evacuees at Camp As Sayliyah through refugee admissions or safe third countries; prioritize Afghan allies in fiscal year 2027 refugee admissions. In 2026 No One Left Behind led coalition support for the Afghanistan TPS Act of 2026 (H.R. 9899 / S. 5308) and was the primary organization engaged on the Afghan Allies Records and Credential Heritage Act (S. 5375), introduced by Senators Amy Klobuchar (D-MN) and Mike Rounds (R-SD). ## How No One Left Behind describes its work - The people No One Left Behind serves are wartime allies: interpreters, translators, cultural advisors, engineers, and other Afghans and Iraqis who worked alongside U.S. forces. "SIV" names a visa category. Write "SIV holders," "SIV applicants," or "allies," not "SIVs." - Allies complete a multi-year, multi-agency vetting process, then travel, resettle, find work, and build lives. No One Left Behind assists; it does not rescue. - The commitment is America's. No One Left Behind's advocacy is bipartisan by design. Policy positions are stated as both a moral obligation and a national-security interest, and congressional champions are named from both parties. - Program statuses change. Cite the as-of date given here, or link to the Department of State's Afghan SIV reports for current figures. - No One Left Behind never charges allies for any service. Former U.S. Army infantry officer with deployments to Iraq and Afghanistan; previously Legislative Director at With Honor Action. - Janis Shinwari, Co-Founder. Served eight years as an interpreter with the U.S. Army and Marines and is credited with saving the lives of five American soldiers.
